The US military is developing a weapon that delivers a bout of excruciating pain from afar to use against protesters and rioters.

Documents released under the US Freedom of Information Act show that scientists have received funding to investigate how much pain can be induced in individuals hit by electromagnetic pulses created by lasers without killing them.

Due to be ready for use in 2007, the Pulsed Energy Projectile weapon is designed to trigger extreme pain from a distance of one-and-a-quarter miles.

It fires a laser pulse that generates a burst of expanding plasma – electrically charged gas – when it hits something solid. Tests on animals showed it produced “pain and temporary paralysis”.

Pain researchers told today’s New Scientist magazine that the technology could end up being used for torture and that it was unethical.

Andrew Rice, a consultant in pain medicine in London, said: “I am deeply concerned about the ethical aspects of this research.”

Recently, scientists and engineers have started unveiling the actual methods of weather control. Some primitive methods like Cloud-top seeding can confuse you and point you to a wrong direction. Cloud-top seeding is usually performed between the temperatures of -5°C and -10°C. The greatest amount of super-cooled liquid water is usually found within this range. This corresponds to an altitude range of 15,000 to 22,000 ft depending upon location. Dropping or ejecting silver iodide flares into the growing cloud turrets dispenses seeding agent. The seeding agent is placed into the super-cooled clouds where nucleation is desired, so the updrafts in these cases are relied upon only to provide a continuing source of condensate. This delivery technique requires less anticipation on the part of those directing the seeding operations and may have a more immediate effect.

The more modern methods involve artificial ionization of earth’s atmosphere between 15,000 and 30,000 ft. and above. Manipulating the ionosphere and use of controlled solar-terrestrial interactions can create much larger effects. Scientists are realizing that the earth’s weather is controlled by Sun’s natural Electromagnetic Radiation reaching the earth. The Sun’s Radiations and Ultraviolet Rays have to cross the ionosphere to reach the earth.

There are early indications that the solar radiations and flares are directly responsible for planetary weather changes. And Solar flares and levels of radiations are caused by bombardment of cosmic rays on the Sun from either a distant massive black hole or a star-cluster caused by the collapse of thousands and thousands of stars in a small space.

Computer models obviously focused on the ionosphere, which acts as a filter for the solar radiations to reach the earth. If one can manipulate and control the filter, it becomes a potential source of massive weather modification. That is what the computer simulation models found. Controlling the ionosphere potentially allows weather control. The algorithmic variation of ionosphere can create the magic in a massive scale.

There are many methods of controlling the ionosphere. It is the process of artificially manipulating ion density in the ionosphere. High power transmitter and antenna array operating in the HF(High Frequency) range is one of the methods. There are lots of literature on that in the Internet and declassified scientific research journals.

However, the recent trend is in using super conductors in space satellites to generate intense high intensity electromagnetic flux.

Rising inflation keeps urban poor struggling in China

CHINA’S poor are struggling because of rising inflation and medium income earners are precluded from up-market consumption, according to a research body under the Chinese Academy of Social Sciences.

The conclusions came in an annual report conducted by the Sociology Research Institution which analyzes and predicts China’s social developments, China.com reported yesterday.

The report found 10 percent of low income families in urban areas had per capita incomes 38.3 percent of the national average while 10 percent of the rural poor had per capita incomes just 33 percent of the national average.

Almost half the incomes of poor families went on food and medical costs took another 15 percent, the report said.

Lives of the impoverished, mostly farmers, the unemployed and laid-off workers, became even harder with last year’s rising inflation.

China’s consumer price index, the main gauge of inflation, climbed 6.9 percent in November, marking the fourth consecutive month when the index rose more than six percent. The price rises have already affected ordinary people, according to a previous report by Xinhua news agency.

The rocketing CPI was caused mainly by food prices which comprise about a third of the index.

“Controlling food prices and maintaining their stability are extremely important foundations for our social stability,” said Li Peiyuan, director of the sociology institution.

Medium income earners were found to lack the purchasing power for up-market products priced above 10,000 yuan (US$1,369.86), the report said, without defining “medium” incomes.

Products for basic living are still the mainstream for the household expenditure for the medium income group although it pays close attention to price fluctuations for up-market goods such as houses and cars, the paper said.

According to the report, the per capita disposable income in urban areas rose 13 percent in 2007, surpassing the forecast gross domestic product growth of 11.4 percent last year.

The per capita disposable income in rural areas may have reached eight percent last year, the fastest growth in 11 years, the paper noted.

The paper also revealed that the disposable income of urban high income earners was almost 2.26 times the national average.

The rich pursue a high quality lifestyle, spending a great deal of their income on overseas travel, luxury hotels, golf and up-market imported products, the paper said.

The report also revealed that even with a growing skills shortage, university students were having a harder time finding job. Around one million of the nearly five million graduates last year didn’t find a job.

POLICE have issued an incident room number to take calls into the fatal shooting of a man in Cheetham Hill on New Year’s Eve.

Mohammed Arif Iqbal, 26, of Springfield Avenue, Crumpsall, was one of four men sat in a silver Vauxhall Vectra on Huxley Avenue, between the junction with Spender Avenue and Heywood Street, at about 5.30pm.

They were shot at by at least one gunman who was on foot. The Vectra then drove off at speed and went to North Manchester General Hospital.

Mohammed had suffered a gunshot wound to the chest and was pronounced dead a short time later. A post mortem examination has since concluded that he died from a single gunshot wound.

High profile patrols are currently in place in the Cheetham Hill area to reassure residents and family liaison officers have been visiting Mohammed’s family to offer their assistance.

Police say it is unclear how the gunman arrived at the scene and whether he acted alone and officers are appealing for anyone with information to contact them.

Superintendent Mark Burtonwood, from GMP’s north Manchester division, said: “There is a team of experienced officers dedicated to this murder and we will not stop until Mohammed’s killer or killers are found and brought to justice. We cannot speculate on a motive, but we want to reassure residents that we are doing all we can to get to the bottom of this murder.

“We have been in repeated contact with people in the local community and are meeting local councillors today.

“We have also been in consultation with imams from the local mosques and are planning to meet with them tomorrow to discuss reassuring worshippers during their Friday prayers.”

Two other men were injured in the incident. A 27-year-old man suffered a gunshot would to the back and was transferred to another hospital for further treatment. He remains in a serious condition.

A third man, aged 23, suffered a minor graze to the head, possibly from shrapnel and the fourth man was not injured in the incident.

Officers are continuing to investigate and are currently working to establish the identity of the gunman.

He is described as either mixed race or Asian, between 5ft 7in and 5ft 9in tall. It is not known if he was in a vehicle.

The Vauxhall Vectra has since been found and is being forensically examined.

Paul Ekman (1934 – )

Paul Ekman was an undergraduate at the University of Chicago and New York University. He received his Ph.D. in clinical psychology at Adelphi University (1958), after a one year internship at the Langley Porter Neuropsychiatric Institute. After two years as a Clinical Psychology Officer in the U.S. Army, he returned to Langley Porter where he worked from 1960 to 2004. His research on facial expression and body movement began in 1954, as the subject of his Master’s thesis in 1955 and his first publication in 1957. In his early work, his approach to nonverbal behavior showed his training in personality. Over the next decade, a social psychological and cross-cultural emphasis characterized his work, with a growing interest in an evolutionary and semiotic frame of reference. In addition to his basic research on emotion and its expression, he has, for the last thirty years, also been studying deceit.

Currently, he is the director of the Paul Ekman Group, LLC (PEG), a small company that produces training devices relevant to emotional skills, and is initiating new research relevant to national security and law enforcement.

In 1971, he received a Research Scientist Award from the National Institute of Mental Health; that Award has been renewed in 1976, 1981, 1987, 1991, and 1997. His research was supported by fellowships, grants and awards from the National Institute of Mental Health for over forty years.

Articles reporting on Dr. Ekman’s work have appeared in Time Magazine, Smithsonian Magazine, Psychology Today, The New Yorker and others, both American and foreign. Numerous articles about his work have also appeared in the New York Times, Washington Post and other national newspapers.

He has appeared on 48 Hours, Dateline, Good Morning America, 20/20, Larry King, Oprah, Johnny Carson and many other TV programs. He has also been featured on various public television programs such as News Hour with Jim Lehrer, and Bill Moyers’ The Truth About Lying.

Ekman is co-author of Emotion in the Human Face (1971), Unmasking the Face (1975), Facial Action Coding System (1978), editor of Darwin and Facial Expression (1973), co-editor of Handbook of Methods in Nonverbal Behavior Research (1982), Approaches to Emotion (1984), The Nature of Emotion (1994), What the Face Reveals (1997), and author of Face of Man (1980), Telling Lies (1985, paperback, 1986, second edition, 1992, third edition, 2001), Why Kids Lie (1989, paperback 1991), and Emotions Revealed, (2003). He is the editor of the third edition of Charles Darwin’s The Expression of the Emotions in Man and Animals (1998). He has published more than 100 articles.
